You may be considering returning to face-to-face or in-person youth work activities. This could be by opening up your venue to young people again, or through arranging in-person activities for the young people accessing your service.
COVID-19 has thrown up a new set of challenges, and you may be wondering exactly how you can return to in-person activities.
UK Youth and the National Youth Agency have developed templates for you to use to support your planning, risk assessments and decision making. They advise that you must only re-open provision if you are confident you can do so safely.

The Action Plan template provides a step-by-step guide for those returning to youth work and for continuing face-to-face sessions in a COVID Secure way. It breaks down steps to be considered to help you manage the risk of COVID-19 in your setting.
The National Youth Agency, in consultation with Public Health England and the Health and Safety Executive, has also developed a youth sector specific advice and guidance booklet. This 45 page document holds key advise and guidance on how to bring your Action Plan to life.
We are currently at readiness level ‘Amber’ for the youth sector. This means, in brief, to carry out in-person youth activities we must ensure we have the following in place:
- COVID Secure venues required
- Max bubbles of 15 (+ youth workers and staff)
- Face coverings required for ages 11+
- Social Distancing required of 1 metre plus
The law on social distancing is subject to constant change and you must check the NYA website to confirm the current ‘readiness level’ and current ‘permitted activity’.
